said Tuesday it won an engineering contract to design a solar power plant for eSolar Inc. Fluor declined to disclose the value of the contract for the 46-megawatt plant but said the amount was booked in the third quarter. The engineering and construction company hopes to benefit from rising demand for renewable energy. Irving-based Fluor said it would begin work immediately and study improvements in performance and cost of plants. The company wants to come up with a design package for Pasadena Calif.

The Technical Engineering and Electrical Union (TEEU) said up to 40 of its members at Green Isle Foods in Naas Co Kildare and ESS a subcontractor at the plant are involved in the action. It said workers are protesting the sacking of seven members over alleged misconduct claiming that the company will not negotiate a “fair disciplinary process” with the union to deal with the cases. However in a statement the company said although it had been threatened with industrial action it had not been formally notified when it would take place and said production would continue as normal while efforts were made to reach a “reasonable and sensible conclusion”. It said less than 30 of its workers were involved in the industrial action.

The union said 93 percent of those casting votes Thursday turned down the proposed contract while 92 percent voted to authorize a strike. The engineers won’t necessarily be walking off the job. Leaders of the Society of Professional Engineering Employees in Aerospace had sought the strike authorization so they could bring in a federal mediator. After scores of unsuccessful attempts by city crews to get the plant started League City sent the firm a letter outlining its dissatisfaction City Attorney Arnold Polanco has said. The city never received a response Polanco said. The city will wait until it tallies a final cost before it considers pursuing any legal action against PBS and J to recoup its losses Randall said.

$290M sought to capture carbon at Va. power plant

A Virginia Tech center is leading a coalition seeking $290 million in federal stimulus money for a six-year project to capture and store carbon dioxide from a new power plant in Virginia’s coalfields. If approved the government money would pay half the cost of the demonstration project at the Dominion Virginia Power plant being built in Wise County Dominion announced Tuesday. Dominion would provide nearly $200 million with the rest supplied by members of the coalition spearheaded by the Virginia Center for Coal and Energy Research at the university in Blacksburg. Plans call for sequestration of up to 1500 tons of carbon dioxide a day from the plant in unmineable coal seams and underground saline formations in the area. The plant would emit about 14500 tons of carbon dioxide daily if it burns coal full time when it goes into operation in 2012. But Dominion spokesman Greg Edwards said greenhouse gas emissions will be less because carbon-neutral biomass will be in the fuel mix.

Maintenance has an important role; but so do production plant engineering purchasing sales and training. Each of these plant functions has a direct impact on performance. Poor maintenance practices are perceived as the dominant factor that limits production capacity product quality and profitability. In some cases this perception is valid; but most of the reliability problems that adversely affect plant performance are not attributable to poor maintenance. Many of the perceived maintenance problems are really outside of the maintenance function.

Total capital of R255-million will be required to build the new cogeneration power plant and to fill that 10% power gap. “We’ve already spent about R60-million and there’s another R195-million to go” Kovarsky told Mining Weekly nline. IFM terminated its mining contract towards the end of last year: “We’re in the process of employing a new mining contractor and we’re going to spend about R85-million in the next two years on getting the mine into shape” Kovarsky added. The company last month announced that it had secured R500-million in working capital from China Bank which with its cash reserves would allow the restart and development of the mine. The CDM-compliant plant Kovarsky said would generate 137 MW which was about 11% of IFM’s overall electricity requirements.

— For at least five years before Rebecca Morlock noticed what she calls “a green goo” seeping out of the ground below a former zinc-smelting plant in the town of Spelter water loaded with potentially toxic heavy metals was trickling into the West Fork River. State environmental inspectors didn’t spot it even though they’re required to walk the site twice a year. Neither did the engineering firm hired by DuPont to inspect the site monthly to ensure toxic waste remains sealed under a layer of earth and plastic. “How this missed us is to this point a mystery” says Ron Potesta president of Potesta & Associates. “I wish we had found it ourselves.
