The city bought the plant in 2000 for $175000 and spent $1 million fixing it in 2005 but it never worked. City council first found out about the problem in mid-July when the city was experiencing a water shortage forcing city officials to mandate water rationing for weeks. The city so far has agreed to spend $42000 for an engineering firm to assess the plant and come up with a plan to fix the problems. Crews emptied the tank discharging a million gallons of water that sat stagnant in the tank for four years. The tank and surrounding pipes were cleaned and disinfected and crews now are testing the plant’s electrical system spokeswoman Kristi Wyatt said. The engineering firm is expected to present a report to the city council Aug.
