Stantec Consulting Services Inc. evaluated the TVA sites following the Dec. 22 failure of the ash pond at the Kingston Fossil Plant that spewed 5. 4 million cubic yards of toxin-laden sludge into the Emory River and surrounding area. The firm sifted through more than 8000 documents on TVA’s ash and gypsum repositories but only found “relatively few as-built construction records or construction testing records” which would have given a clearer picture of whether the structures complied with plans and specifications. “Due to limited record drawings and construction … documentation Stantec is unable to render opinions relative to overall structural integrity” the report concludes. Stantec recommends that TVA pursue geotechnical and hydrological assessments including field explorations laboratory testing engineering analyses and the installation of instruments to keep track of conditions inside the facilities.
