Since there was no other suitable area for a lagoon and the cost had gone up considerably a decision was made to utilize a portion of the old mechanical plant instead of building a completely new one. The old process tanks will be used to store sludge until it can be put on a field or farmland privately or county-owned.     The old plant will continue to function until the new one is in operation which according to the contract with Winona Mechanical must be operating by June 2009.    The water plant has been a large controversy among town residents but according to Elma Councilman David Payne who is on the committee for the project the City had no choice but to go ahead with a new plant.     “Between January 1 2004 and February 28 2007 the DNR had cited the City with 67 Effluent Limits violations” he said.     According to Payne Elma has received $862100 in loans from USDA Rural Development; $617900 in grants from USDA Rural Development and a grant from the Community Development Block Grant (CDBG) of $300000. The City of Elma has to pay $130000.

The overall contract value during the concession period is EGP 2. 585 billion (USD 459 million). The project was tendered by the Egyptian Ministry of Housing Utilities & Urban Developments (“the Client”) in coordination with the Ministry of Finance as a 20-year Public-Private Partnership (PPP) during which the winning consortium will build and operate the plant. The wastewater treatment plant will have a capacity of 250000 m3 per day.
