But years of neglect of both the plant its operations and the sewer-line system leading to it has finally caught up with the town — on the wings of a state Department of Environmental Quality (DEQ) consent order which was signed last year. The new required upgrades will allow the town to stop illegal discharges into the South Fork of the Shenandoah River but they will come at a price. The price was revealed last week: $3. 4 million with funds coming courtesy of the Virginia Resources Agency (VRA) as a 20-year no-interest loan.

“Certainly we’re building from the frame up on a vehicle so there’s a lot of jobs to be had” added Agnew. fficials with Green Star Products say they already have their eye on an existing warehouse and are ready to begin production of the small electric pick-up trucks very soon. They say it’s now up to the state and federal governments on whether or not the plant will come to Whitley County. “We’re excited about partnering with both the state and federal government to put the incentive package together to make this dream a reality for Williamsburg and Whitley County” said Judge-Executive Pat White. fficials say the plant will not only benefit the local economy but the state’s effort to go green. “It doesn’t burn any fuel so it doesn’t pollute. It also costs a lot less to operate.

Bresland points to several accident investigations that led to chemical process changes and reductions in on-site storage of certain chemicals. But Bresland’s concerns go beyond the initial public meeting which has been set for April 23. He worries about next summer when CSB finishes its final 100-plus-page report on the Bayer accident.
