) DW JNES NEWSWIRES Engineers at Boeing Co. ’s (BA) Wichita Kan. plant rejected the company’scontract offer for a second time but fell short of granting the authority tostrike to their negotiation team. Boeing weathered a two-month-long strike from its machinists division lastyear causing delays in its commercial-airline division that led to furthersetbacks in the release of its 787 Dreamliner airline. The company’s cost-cutting measures have already hit the Wichita defenseoperations. Boeing said in November that it would lay off about 800 people or27% of the jobs there as part of broader layoffs as the company looks to remaincompetitive amid an expected decrease in Pentagon spending. Boeing has sinceannounced plans to cut 10000 jobs companywide.

The agency had received some comments expressing concern for dust the Medicine Bow plant would emit. DEQ spokesman Keith Guille said Friday he had no details about the air permit other than it was issued recently. Developers of the plant have completed engineering and are still working to arrange financing. The layoffs are effective next Friday and represent about 19 percent of the Columbia plant?s 360 hourly employees said Marty Hanna a spokesman for Schneider Electric a French company with its North American operations based in Palatine Ill. Schneider Electric has 120000 employees worldwide and operates in 102 countries according to the company?s Web site. The local layoffs stem from decreased commercial and industrial demand Hanna said adding that it is the first time the Columbia plant has experienced nonvoluntary layoffs in more than 20 years. ther Schneider Electric plants in the United States have had to lay off employees he said but he didn?t know the exact number. ?We all know what?s going on in the economy today? Hanna said. ?It?s an unfortunate situation.
