I-5 power plant projects put NRG Caltrans at odds

February 22 2009 CARLSBAD — Caltrans and NRG Energy are jostling over a proposed power plant in Carlsbad and an Interstate 5 expansion that would push onto the power company’s property. NRG has proposed a 540-megawatt power plant that would be in a 23-acre area between I-5 and the coastal railroad tracks south of Agua Hedionda Lagoon. It would consist of twin power plants each with a 140-foot stack and 100-foot structure sunk into a 30-foot-deep basin. The California Transportation Department plans to widen I-5 to possibly 14 lanes between Palomar Airport Road and the lagoon from its current eight to 10 lanes. The expansion would push the freeway toward the proposed power plant taking out a berm and trees that shield the freeway from the future stacks and structures.

" In 2007 village officials authorized the sale of $60 million in tax-exempt industrial revenue bonds for the project. The village also approved more than $9 million in tax-incremental financing for street rail electric gas and other infrastructure improvements. The bonds were authorized but not issued because the plant’s construction wasn’t moving forward. The village was left on the hook for engineering planning and legal expenses. British Petroleum (BP) will be a part of the ethanol plant. The companies seek to speed up the availability of ethanol derived from non-food feed stocks and get the biofuel into American gas pumps. If all goes as planned start of production would be sometime in 2012.

But Brown said he also thinks realistically of the automaker that he calls a “first-class industrial neighbor. ”What irks Brown he said is that AIG got a $85 billion loan from the federal government in September to avoid a collapse without even a paragraph of oversight. “They didn’t have to go through a Senate investigative hearing” he said.
