But a private company in Vancouver Wash. along with area union workers and economic development officials plan to make sure the “green” in a proposed Columbiana County coal-to-fuel project lives up to the word and brings some financial “green” to the area in the process. Targeted for 600 acres along the hio River near Wellsville the $6 billion Baard Energy plant would convert coal and biomass such as wood chips into liquid diesel that could fuel everything from commercial passenger jets to railroad engines to trucks. If it becomes a reality the plant will be the largest industrial investment since General Motors Corp. built its giant car assembly plant in Lordstown in the mid-1960s area labor leaders believe. The plant known as hio River Clean Fuels processing facility is expected to create 4000 construction jobs and 450 permanent jobs many of which will require at least an associate’s college degree. The project is gathering widespread support from politicians trying to promote green energy and a way to trim reliance on foreign oil to economic development officials who see it as an explosive spark to a stagnant economy and labor leaders who see it as a massive job generator.

In a single hour Dominion instructors put Robillard and two supervisor candidates through their paces overseeing the simulated failure of an instrument that measures water pressure in the reactor's cooling system and ending not only with a simulated manual shutdown of the plant but a fake – but lifelike – loss of power. ”Hectic” is how Robillard assessed the experience and his own tendency to race as he corrected plant malfunctions with the help of his supervisors-in-training. ”I should've slowed down more” he observed “and not let the event dictate how fast I go. And you really don't have to (rush) because we have procedures to dictate what to do. ”The scholarship program that led Robillard to the work he does and the new job he is training for today provides funding to educate students to be nuclear mechanical and electrical technicians through Three Rivers. Many of those technicians start their careers at the nuclear power complex at Millstone Point in Waterford and later further their studies to become engineers and like Robillard take on more critical roles at the plant.
