which operates a waste treatment plant in southeast Houston under public nuisance laws. The city has previously used the legal tactic to shutter seedy hotels and strip clubs and force refineries to reduce air pollution. The lawsuit expected to be filed next week follows months of talks to get the treatment plant to be a better neighbor. But those negotiations failed to change the way the company operated the facility city officials said. The city’s tougher stance also comes in response to two explosions this month that sent debris into homes and yards bordering the Griggs Road facility. “ur preference is not to file lawsuits but to work with companies who want to operate responsibly to help them do so” said Elena Marks director of health and environmental policy for Mayor Bill White. “Litigation is a last resort not a first resort.

When Tickle moved into his current office – built in 1922 the same one he has occupied for 37 years – no owner of the Bristol plant had managed to make sustained profits. Under the Morrison umbrella the plant had just $900000 in sales of pultruded products and Tickle an engineer by training pushed this hard he said.
