“If we can come together this could be a good option for municipal (utilities) to consider. ”So far the discussions have been very preliminary with officials only trying to gauge interest in such a project. Gray said discussion of specifics including plant fuel size location and transmission capabilities likely won’t be discussed until well into 2009. As the largest municipally-owned utility in the state BPU is partnering in the effort along with Kansas Municipal Utilities the Kansas Municipal Energy Agency and the Kansas Power Pool. Colin Hansen executive director of KMU said Thursday the agency has heard from its member utilities of the need to increase generation capacity but due to the costs of building power plants and the increasing difficulty of obtaining low-cost power on the open market or through wholesale contracts many have run into roadblocks. “We’ve seen that a lot of our municipally-owned utilities have seen their power contracts expire over the recent years and the provisions of the new contracts aren’t nearly as attractive as they once were” Hansen said. Those contracts typically with investor-owned utilities such as Westar Energy or Kansas City Power and Light allow smaller municipally-owned utilities to purchase power.
