The Colorado Department of Public Health and Environment has said Glenwood Springs must build the new plant by 2014. McDill said the work could be done in 2012 or possibly earlier if everything goes as planned. In November 2007 the city awarded almost a $1 million design contract to the local engineering firm Schmueser Gordon and Meyer and a Front Range firm called Rothberg Tamburini and Winsor.
