AES entered Kazakhstan in 1996 paying $3 million for Ekibastuz gres-I the nation’s biggest power plant. While that may sound like a steal the investment required a leap of faith. A relic of Soviet engineering the coal-fired plant in northern Kazakhstan was designed to generate 4 gigawatts. At the time it was producing less than a tenth of that. Still AES embraced the risk immediately buying enough coal to ensure that Ekibastuz could produce power through its first winter. The company ended up investing $200 million to increase capacity at the plant. It also purchased a nearby coal mine to stoke the plant and concessions on two hydro power producers in eastern Kazakhstan.

Company officials are looking to add $24. 6 million in production lines to the facility which produces solenoids for the automotive industry. “From a community perspective nothing is finalized at this time” said Mark Mantay general counsel for the Saturn Corporation in Auburn Hills… “All I can say at this time is that we expect that decision to be made fairly quickly after the June 9 meeting” he said. “How quickly I can’t say. Since the Delphi plant closed a little more than 18 months ago taking with it some 650 jobs and millions of dollars in revenues people in the community have been asking Patrick why the city hasn’t been doing more to attract businesses to replace the loss. Patrick said last week that what has been hard for him and others in City Hall is working in private to attract new businesses as much of the preliminary work has to be done. “We are dealing with private-sector companies who are looking to either expand in Coopersville like Saturn is potentially going to do or at least two other companies that have seriously began the process of looking to move to Coopersville” he said. “Those negotiations take time and require that we be very confidential about what is going on and that is the way it is. So just because there is no public announcements about what we are doing doesn’t mean that we aren’t working to attract new businesses to the city.
