The city would need the extra funds in order to pay for improvements to its sewer system which could include a new sewer plant. All this is in an effort to reduce the amount of sewage overflow spilling into the Ohio River during heavy rain events — a problem that the EPA and the city hope to come to an agreement on by the end of the year. The council first heard the proposal — prepared by Galligan and engineering consultants — Monday night. Len Ashack of Indianapolis-based engineering firm Bernardin Lochmueller & Associates told the council the next steps would include everything from further investigation of the new-plant proposal to collection of past due accounts to continued EPA negotiations… All this is in an effort to reduce the amount of sewage overflow spilling into the Ohio River during heavy rain events — a problem that the EPA and the city hope to come to an agreement on by the end of the year. In 2005 median household income was $39100 Ashack said. Using the 2 percent rule that would create an average sewer bill of $65.
