Pires said Timor wants to get a greater value-added stake in the Sunshine field including potentially through construction of an LNG plant on Timorese soil. That would cost about $15 billion he said. Where the processing plant should be located has long been a matter of debate. The Darwin-based processing plant was designed to process only the estimated capacity of Bayu-Undan. Some have suggested that the Darwin facility be expanded to take on the gas from the Greater Sunrise wells but no moves yet have been made in that direction. The East Timor government and Australian oil-and-gas giant Woodside the private company looking to develop the field have since 2002 frequently discussed the best location for the plant. Woodside has insisted the final decision must work to its “best commercial advantage” and since last year has said flatly that a Timor-based plant was its least-favored of three proposals.

Orange Mayor Henry Lee Carter expressed his thanks for the help the town received in the long struggle to get the plant designed approved and financed. “Every time we turned around there was another insurmountable obstacle” he said. “When we needed to up the loan amount [engineering firm] Wiley & Wilson helped us along. “We had to battle the no-growth people who wanted to limit us to a 2 million-gallon-a-day plant. Even at the last minute we had the threat of the loss of our loan. Carter praised and thanked Town Manager Cole Hendrix for his steadfastness in leading the town’s efforts. “I’m particularly grateful to Cole who always found a way when we hit a barrier” Carter said… “I’m particularly grateful to Cole who always found a way when we hit a barrier” Carter said. “Cole sees what immediately needs to be done and what needs to be done in the future. ” The mayor called building the new plant “the most important step we can take to accommodate the growth of the town of Orange. Town officials were joined at the groundbreaking by Del. Ed Scott R-Culpeper County Administrator Bill Rolfe and officials from Wiley & Wilson and the state Department of Environmental Quality. Construction will begin in about a month. Work must be complete and the plant must have a certificate to operate by Dec.

Almost all universities offer undergraduate courses on the environment and sustainability either separately or as part of a science law or commerce degree. Even more telling are the number of specific postgraduate courses available — from land management to ecotourism from river restoration to city policy and sustainability in mining. You can learn how to use your mathematical and engineering skills to design more environmentally friendly agricultural machinery at the Institute for Sustainable Systems and Technology within the University of South Australia or enrol in the National Centre for Groundwater Management at UTS. UTS also runs to its own Institute for Sustainable Futures. Below this are TAFE and community courses ranging from two hours to two years offering information and training on every imaginable environmental topic and an even greater number that you hadn’t imagined such as sustainable permaculture design. You can for instance join the National Edge Project which offers an engineering sustainable solutions program. And then there are individual company initiatives for employees one-off public lectures neighbourhood meetings and dozens more like hundreds of websites dedicated to sustainability and the environment… "If we have the people we can give them the skills train them. But you can’t train someone who isn’t there. " "Our shortages go right across the board from people to plant the trees and drive the trucks and forklifts to the tertiary level. We have significant shortfalls of engineers and foresters although not chemists so much. " At Visy one of the world’s major recycling companies it is the same story. Visy’s director of recycling Steven Boland says: "We just cannot get enough engineers. Visy has grown exponentially and so has the industry and even though we have moved from a labour-intensive to a capital-intensive workplace we’ve actually increased our staff numbers because we have grown so much.

Justifying its demand the EDB has said that the exports after such minor value addition have caused shortage of non-ferrous metals in local market and also causes increase in price. The EDB proposed the tax authority to make amendments in SRO 565 (1) 2006 and in online system quota should be allowed in number or pieces since kilograms are not applicable particularly for electrical components… The EDB suggested changes in SRO 575(1) 2006 and said the SRO be suitably amended to allow contractors sub-contractors of the projects to avail benefit of concessionary rate under serial number (11) (12) (130 and (14). The EDB said that the SRO 527(1) 2005 allows zero rating of the raw materials components sub-components and parts for the purpose of levying of sales tax as are imported or purchased locally for use in the manufacturing of such plant and machinery which is chargeable to sales tax at the rate of zero percent. The EDB said the manufacturers of plant and machinery and equipment whose supplies are zero rated under SRO (1) 2005 faces problem in getting material at zero rate from local suppliers and thus no other option is left but to pay sales tax and seek refund. In this regard the EDB suggested that SRO (1) 2005 may be implemented so that the manufacturers could get zero rated material from local manufacturers so that manufacturing cost as well as refund claim hectic could be minimised. The EDB also highlighted the problem relating to the amendments required in sales tax act 1990 tax credit. Explaining the rational for change the EDB said this section is creating further hardship for the purchasers and will result in further blockade of funds with the sales tax authorities. The engineering development board suggested changes in sales tax act 1990.

"This visit is part of a three-day national conference aimed at making a comparative study on environmental management" said Herbudi one of the conference participants. He said Lippo Karawaci was the only housing complex in Greater Jakarta that properly processed household waste. The system applied at its water treatment plant could be a model for waste management systems in regions outside the city he said. There are about 60 participants at the national conference representing the environmental management bodies from every province in the country. During Friday’s visit they learned how household waste can be properly processed. "We use wastewater which has been processed through the treatment plant to water plants and trees in our parks and streets. The rest were fast-growing and short-lived cottonwoods and ashes generally considered to be less desirable. It is highly unlikely that many of them were 100 years old since most were small in diameter indicating relatively young ages. Certainly the EPA realizes it is unfortunate that even one tree was cut down and that is why Dow was required to plant 430 new trees. The Fish and Wildlife Service recommended that Dow replace the trees with a greater variety of native species because diversity makes the area less susceptible to blight or infestation. Dow also replaced groundcover in the area with native grasses an improvement requested by the Natural Resource Trustees. The EPA could not agree more with Horn that future work should be accomplished in a way that does the least damage possible to the natural beauty of the rivers. The EPA and the DEQ are working together to make sure that even greater care is taken in the future to protect existing vegetation and when possible enhance the habitat with natural bank stabilization methods.
