But King County administrators say it’s more like “Enough already. “We did more seismic investigation (for Brightwater) than for any other project that I’m aware of” Christie True the county director of wastewater treatment said recently. The plant is scheduled for completion in 2011 and the critics have been relegated to the sidelines their legal challenges rebuffed. Less settled is the geology of the 70-acre plant site near the junction of state Routes 9 and 522. Both sides agree that there’s an active earthquake fault running through the north end of the site. The county is relying on consultants who say exploratory trenches dug elsewhere on the property show no evidence of additional faults. But the critics are not reassured… The excavation disclosed clear evidence that the fault was active meaning an earthquake had occurred there within the last 15000 years or so with the most recent quake within the last 2750 years. Geological surveys also pointed to another potentially active fault crossing the southern end of the treatment plant site; although no trenches were dug there the county recognizes it as an active fault. The plant’s final design places all new buildings between the two strands — but both faults pass within 600 feet of some of those buildings. In 2005 King County cut a deal with Snohomish County to pay $70 million to mitigate Brightwater’s impact. King County also agreed to dig more seismic survey trenches on the plant site between the two strands to make sure that no faults run directly under buildings where chemicals would be stored. In the summer of 2006 the additional trenches were excavated. The USGS scientists were invited to take a look and Weaver and Sherrod spent a few hours poking around in the dirt.

It is therefore no surprise that Nigeria has the biggest investment in Natural Liquefied Gas (NLG) in the world. But that has made little impact in adding to Nigeria’s Gross Domestic Product (GDP). This is because most of the engineering technical supplies and other skilled aspects of the business are either done abroad or carried out in-country by expatriates and their firms. Apart from creating thousands of jobs through direct and indirect engagements of Nigerians if Nigeria acquires the capacity to carry out these jobs a value chain in economic activities would lead to more prosperity. It is with this in mind that the Federal Government initiated the Nigerian Content Initiative. The target of government is to meet 45 per cent of the local content of the production of oil and gas by 2006 and 70 per cent by 2010 in which apart from employment the same proportion of investment and sundry economic activities will be domesticated. To show its resolve the Presidency six years ago directed the Nigerian National Petroleum Corporation (NNPC) to put in place a comprehensive and workable Nigerian Content realisation strategy in the industry… He said that the PTDF has carried out an audit of the manpower need of the Nigerian oil and gas industry and confirmed that about 5 million man-hours would be needed in 2010 to meet the 70 per cent Local Content. According to him that translates to about 2600 well trained engineers in all the engineering aspects of the business. He declared: “The training of 2600 Nigerian engineers has commenced with the use of HYSYS (software for process simulation) and PDMS (Plant Design and Management Systems) and other software packages to enable them acquire the skills to participate effectively in Front-End Engineering Designs (FEED) and Detailed Engineering Design (DEED). Another 250 engineers have been trained in the pilot phase in the use of HYSYS and PDMS sponsored by NNPC while 2350 engineers are being trained in the main phase sponsored by PTDF. The main phase commenced with the training in PDMS and the use of HYSYS in June 2007 while training in the other engineering software packages will continue shortly. Based in the New Forest Mr Ratcliffe has helped build Ineos into the world’s third largest chemicals company with sales approaching $45bn. Having graduated from Birmingham University in 1974 with a degree in chemical engineering he joined oil giant Esso. He subsequently studied and qualified as an accountant before joining US-based private equity group Advent in 1989. He left the venture capitalist firm in 1992 and built up Inspec floating the company in 1994. In 1997 he quit the group pocketing a £28m windfall money that would be used to buy Ineos from Inspec.
