“You can only improve water quality so much with hard engineering” said Mr. McLaughlin who is in charge of the city’s effort. Hendrix Creek was chosen because it is protected from the stronger currents from the bay and because it is small enough for a relatively modest number of shellfish — oysters and ribbed mussels — to have a measurable effect. Since the creek is directly fed by the 26th Ward wastewater treatment plant the experiment will also provide a good indication of how well the shellfish can filter water coming directly from the city’s own filtration system… Hendrix Creek was chosen because it is protected from the stronger currents from the bay and because it is small enough for a relatively modest number of shellfish — oysters and ribbed mussels — to have a measurable effect. The city plans to plant oysters near the creek’s mouth where they will absorb nitrogen a byproduct of human waste. Further up the creek beds of ribbed mussels which feed on smaller bacteria will be added. The Gaia Institute a consulting group that is working with the Department of Environmental Protection on the shellfish project has estimated that 20 cubic meters of mussels should be able to filter all the effluent from the wastewater treatment plant. McLaughlin said it was unclear how effective the mussels would be in removing the kinds of bacteria that can end up in the bay.

The project entailed efficiency improvements to the existing system by adding additional high efficiency equipment “which includes parallel crude oil pre-heat train pre-flash distillation column crude furnace and high efficiency internals of main crude distillation column heat exchangers air coolers and pumps to the existing refinery” said a company statement. To improve the refinery’s product slate a new sweetening plant for LPG production has also been added. Utilities have also been improved upon by the addition of boiler cooling tower hot oil systems fuel oil system. utside the battery limits up-gradation to the crude oil receiving bays and additional product shipment gantries have been added. A group of farmers hopes to build an ethanol plant on the Henderson-Webster county line and wensboro Grain already has a biodiesel plant in production in wensboro. The Kentucky Geological Survey plans to drill a deep well to investigate whether formations deep underground have potential for permanent storage of carbon dioxide from power plants to prevent it from contributing to global warming. Henderson County also was once proposed for the FutureGen clean coal research plant and is still the site of the proposed Cash Creek power plant where carbon dioxide capture and sequestration research conceivably could take place. “ne of the areas we’d like to be helpful with is coordinating some of those proposals” Andrews said… After that Andrews said he hopes state and local agencies will continue to fund it.
