The county’s relationship with Driggs the low bidder on the Herndon-Monroe project was marked by a series of claims and counterclaims over problems with the garage. But according to county records the company said the 256-day delay was attributable to the difficulties with Concrete Structures.

The proposal by the Kuehne Chemical Co. in Kearny could cost as much as $100 million. It could virtually eliminate chlorine shipments that even the company acknowledges are a risk to millions of people as far away as Paterson Paramus and Englewood — as well as a big chunk of New York City. But Kuehne can’t afford to do the work on its own and the project’s been "stalled" for months as the state and federal government debate which if either of them will help with the bill said company President Donald Nicolai… That’s more than twice the Kearny plant’s gross revenues in a full year Nicolai said. The cost could come down if Kuehne builds a smaller electrolyzer but that would mean continuing some chlorine shipments. The company had hoped to begin final engineering work for the project late last summer and expected to finish the remodeling as early as May 2009. But it’s held off while it seeks a financial commitment from the government. "The biggest hurdle now is the money" Nicolai said. The huge price tag he suggested could be divided among New Jersey New York State New York City Pennsylvania and other public entities. All have an interest in the project Nicolai argued because Kuehne’s chlorine travels through their communities and is used in their treatment plants.
