In front of roughly 60 residents at Memorial Hall last night the Zoning Board of Appeals agreed to the company’s request to push back the hearing in order for traffic and engineering studies to be completed. It is the second time the hearing which was originally scheduled to begin in August has been delayed. Attorney Phil Macchi representing the Norfolk Asphalt Company said last night the delay is necessary for traffic and environmental studies to be completed. "It’s not our intent to continue this just to aggravate people" said Macchi. Macchi said Norfolk Asphalt Company agreed to fund a $3500 traffic study that is being requested by town officials as well as to go to the state Department of Environmental Protection to get any pertinent permits… "I don’t think it’s fair to us the applicant or to (gathered residents) to begin discussions when we have nothing to go on yet" said Mulvehill who said the board will reopen the hearing Dec. Norfolk Asphalt is seeking to reactivate the plant at 601 Pleasant St. which is located between Dean and Morse streets. The site is zoned for manufacturing use which means the asphalt plant is allowed as a matter of right. The ZBA is being asked to rule that the plant has been active over the past few years when it was being used primarily as a storage facility. But Building Inspector Mark Chubet has ruled the plant as abandoned so that is an outstanding question upon which the ZBA must rule.

SeniorNTPC officials have already met PTBA representatives in Indonesia in Septemberthis year. NTPC chairman and managing director T Sankaralingam has now writtento president director of PTBA Sukrisno expressing his desire to sign anagreement on mutually beneficial businessmodel. Sources said that NTPCis interested in setting up two JV operations with PTBA ? one forproviding engineering support for developing a power plant and another fordeveloping a coal mine that would allow the PSU to bring a portion of theproduction for use in its power plants. PTBA has recently won tender forconstructing a power plant and has indicated that it would grow thisbusiness. It is expected thatthe coal deal with PTBA would mainly be used by NTPC to feed its proposed 500 mwpower plant in Sri Lanka based on imported coal. A portion of the coal may alsobe brought back to India. NTPChas been scouting for coal blocks in Indonesia Australia and South Africa tomeet its domestic demand.
