Building plans are being designed by WorleyParsons of Reading Pa. an international company that provides engineering and other professional services to energy projects. The main investor in the power plant is ArcLight Capital Partners headquartered in Boston. ArcLight invests in hard assets in the energy industry. The $425 million power plant project will occupy part of a 777-acre site owned by Champion Processing Inc. bounded by Routes 22 and 980 and Candor and Beech Hollow roads.
Vitamin C Is Essential For Plant Growth

Vitamin C is already known to be an antioxidant which helps plants deal with stresses from drought to ozone and UV radiation but until now it was not known that plants could not grow without it. Professor Nicholas Smirnoff of the University of Exeter lead author on the paper said: ‘Vitamin C is the most abundant antioxidant in plants and yet its functions are poorly understood. By discovering that the new enzyme is encoded by two genes we were able to engineer plants that were unable to grow beyond the seedling stage without vitamin C supplementation. "The discovery also identifies the new enzyme as a key player in controlling vitamin C accumulation in response to light… In Britain we spend an estimated £20 million on vitamin C tablets each year making this the most widely-used dietary supplement. Vitamin C is currently produced by mixed fermentation and chemical synthesis. The new enzyme provides the potential to engineer microbes to produce vitamin C by a simpler one-step process. This research was funded by Bio-Technical Resources Exeter University School of Biosciences the Japan Society for the Promotion of Science and a Biotechnology and Biological Sciences Research Council (BBSRC) studentship. Similarly the volume of cooling water cycling through the plant has dropped – from 537 million gallons a day in 2005 to 456 million gallons in 2004 and 122 million gallons a day for the first half of this year. “The Encina plant has been more idle in recent times relative to past years and indeed has not operated for relatively long periods of time” wrote Marc A. Kodis regional engineering manager for NRG Energy to the California Coastal Commission on July 12. NRG Energy also plans to replace the three oldest steam generators with an air-cooled plant which would reduce the need for ocean water to cool the turbines. NRG has said that change will take place by 2011 if it's approved by the California Energy Commission. MacLaggan said the regional board anticipated that the power station would eventually need less water so Poseidon was required to develop a plan for that event. He said the plan attempts to keeping salinity levels low while minimizing the number of fish and other marine organisms killed.

Mr Wilson said where possible local contractors had been used for the building work so the investment in the plant had been an investment in the local economy. It was also a commitment to the plant’s workforce providing facilities which should keep them competitive in the future. “It improves the security of the jobs for the workforce now the plant is able to produce top quality product that will be cost competitive with Alliance’s other plants and others in the industry” he said. All Alliance’s other plants had received substantial processing upgrades in the past five years and Smithfield was the last. That meant it had benefitted from lessons learnt elsewhere and getting the most modern kit he added. Mr Allan said it was the first substantial investment at Smithfield for 20 to 25 years. verall the workforce would be unchanged but increased output promised to boost individual’s earning potential.
