“This is not a detailed cost estimate for a financial decision by Shell. It’s an early assessment based on current industry trends” Shell spokeswoman Janet Annesley said. “We don’t have the detail behind it with regards to say engineering work etcetera. We will continue to progress and refine the cost estimate. “Construction on the project which would also include bitumen blending facilities could start as early as 2009 assuming regulatory and corporate approval. The first phase would be operational by 2012 Shell said. Shell and its Athabasca partners Chevron Corp.
