Jun 25 2007Reuters SINGAPRE June 25 (Reuters) – Exxon Mobil Corp. looks set to go ahead with its multi-billion dollar petrochemical project in Singapore with a major contractor seeking builders for downstream units sources close to the project said. The world’s largest oil company last July appointed a number of firms to do front-end engineering and design (FEED) but has yet to announce a final investment decision for a plant that could double its Singapore ethylene output to nearly 2 million tonnes per year (tpy). Although a number of industry sources said they expected the project to proceed Exxon Mobil has shown recently its readiness to pull the plug on projects when soaring industry-wide costs or economics go against it. In February it scrapped plans for a huge gas-to-liquids plant in Qatar after three years of study. THREE STAGESFoster Wheeler which together with Australia’s Worley Parsons Ltd. was also awarded a coordination and services contract on the project must still complete the three-stage bidding process before making final sub-contract awards industry sources said. The first stage evaluates potential contractor’s bids both technically and commercially. The second fine-tunes costing contract scope and includes interviews to vet key personnel.

Construction of the first 150 MW unit of the new power station will begin in the next few weeks and the project will be completed in approximately three years time. Central Termoelectrica Andino signed an Engineering Procurement and Construction contract with Cobra a Spanish company delivering engineering operations installation and maintenance services in energy projects. Tractebel Engineering a Suez Energy Services unit will provide the technical support during the project development. Central Termoelectrica Andino also signed a 21-year electricity supply agreement with Codelco Norte a division of the worlds largest copper producer to provide up to 150 MW for the new Gaby Mine and the expansion of the Chuquicamata mine. Suez Energy International CE Dirk Beeuwsaert said that the new power station will be ‘an important part of the solution to the serious energy crisis caused by a lack of Argentinean natural gas’. ‘Along with our LNG project it will greatly increase the security of supply and diversity of fuels in the north of Chile’ he added.
