The $200 million 350-megawatt plant would be built in an industrial park on ak Hill Way next to the city’s sewage treatment plant. The site is near an electric line connected to the New England power grid and is also close to a natural gas pipeline that would supply fuel to the plant. “Brockton is one of the best available sites in New England” said Ron Kelly managing developer for Advanced Power Services a Boston subsidiary of Swiss-based Advanced Power AG. The developers say the plant would create 250 construction jobs 20 to 25 permanent jobs and pay more than $1 million a year in taxes making it the city’s largest taxpayer… “The plant’s developers said the facility will be safe and unobtrusive. They pointed out that gas-fired power plants are located in urban areas elsewhere in New England and around the world. “The technology is proven” said Ray Racine an engineer for the developers. “It is clean and it’s safe. “First proposed by a Brockton-area development team in the late 1990s the plant received state federal and local approvals seven years ago. When the market for new power plants slumped in the midst of an economic downturn early in this decade the project failed to move off the drawing board and all permits expired. Advanced Power Services which has offices in London and Boston would own and operate the plant.

By using “virtual molecules” they have discovered key steps in the intricate dance in which the enzyme acts as a molecular machine — attaching to bundles of cellulose pulling up a single strand of sugar and putting it onto a molecular conveyor belt where it is chopped into smaller sugar pieces according to this press release issued by EurekAlert. “By learning how the cellulase enzyme complex breaks down cellulose we can develop protein engineering strategies to speed up this key reaction” said Mike Cleary who is coordinating SDSC’s role in the project. “This is important in making ethanol from plant biomass a realistic ‘carbon neutral’ alternative to the fossil petroleum used today for transportation fuels. The results were reported in the April 12 online edition of the Protein Engineering Design and Selection journal which also featured visualizations of the results on the cover. A convergence of factors from looming global warming to unstable international oil supplies is driving a surge in renewable biofuels such as ethanol with worldwide ethanol production more than doubling between 2000 and 2005. To date corn has been the favorite ethanol source. House Ks plan to use Railroad bonds for Agrium

Agrium hopes the project will allow it to switch from using natural gas to coal as a feedstock in the manufacture of ammonia and urea fertilizer. Gas is in increasingly short supply in Southcentral Alaska as producing gas fields are depleted. Agrium is now able to operate its plant in Nikiski only on a seasonal basis. An amendment to House Bill 229 that would have obligated Agrium to limit carbon dioxide emissions from the plant was defeated 26-11 on the House floor. Les Gara D-Anchorage offered the amendment arguing that state assistance to large industrial projects like Agrium's should be linked to efforts to reduce greenhouse gas emissions which have been tied to global warming. The amendment Gara proposed would have required that a coal gasification and electrical generating facility financed with railroad bonds limit carbon dioxide emissions to the amount of C2 released per megawatt of power produced by the Beluga power plant during 2006… The company has said that it will seek ways to dispose of C2 and reduce releases to the atmosphere. The most promising candidate for disposal is injection of the gas in depleted gas reservoirs in the area or using the C2 in enhanced oil recovery in mature Cook Inlet oil fields. Agrium is currently engaged in advanced engineering on the project and hopes to make a corporate decision to proceed with construction in mid-2008. Construction would require three years allowing the plant to go into operation in 2011 if the project moves forward. Rep Mike Chenault R-Kenai is the sponsor of House Bill 229.
